The Formation of Representative Governments
Theog: The First Merger
On August 17, 1947, just two days after India’s independence, the King of Theog organized a democratic government and handed power to the public.
- Head: Surat Ram Prakash
- Status: Theog became the first principality of Himachal to merge with the Union of India.

While some rulers hesitated, others followed the path of administrative inclusion:
The Badgaon Session (Dec 21, 1947)
A session of the Himachal Hill States Regional Council was organized in Badgaon (Capital of Shangai State).
Presided by: Satya Dev Bushari
Key Participants: Bhagmal Sautha, Swami Purnanand, Sadaram Thakur, Haridas, and Surat Prakash.
THE DUAL PATH TO STATEHOOD
The Solan Seminar
Held from Jan 26-28, 1948 in the Court of Solan. This marked the diplomatic naming of the region.
Chairman: Raja Durga Singh (Baghat)
Key Milestones:
- Proposed name “HIMACHAL PRADESH” (By Kanwar Mohan Singh).
- Discussed “Himalaya Province” & “Principality Union”.
- Requested merger of Punjab Hill States.
Raja Durga Singh, Bhagmal Sautha, Thakur Sen Saini, Satya Dev Bushari, Kanwar Mohan Singh, Heera Singh Pal, etc.
The Provisional Govt.
Led by Dr. Y.S. Parmar and Pt. Padam Dev, who opposed the King-led union.

The Strategy:
- Total power to the public.
- Direct appeal to Sardar Patel in Delhi.
- Organized under All India States Peoples Conference.
Resulted in the formation of the Himalaya Province Provisional Govt.
Suket Satyagraha
Satyagrahis led by Pandit Padam Dev entered Suket via Tattapani. They seized the Tehsil Headquarters, signaling the start of the collapse of the princely regime.
The group reached the capital. State military troops laid down their arms. King Laxman Sen fled to Delhi, leaving the estate under Satyagrahi control.

Government Intervention
Following the chaos, the Central Government dispatched the Red Army Troop. Key officials involved:
- Lt. Gen. Nagesh Dutt: Chief Commissioner of Jalandhar
- Kanhaiya Lal: Deputy Commissioner of Kangra
Outcome: Formal declaration of Indian Government authority over the Suket estate.
MEMORANDUM TO THE MINISTRY OF STATES
Attn: Sardar Vallabhbhai Patel
I. Public Representation: Permission requested to include public sentiments in the Royal Meeting scheduled for March 2, 1948.
II. Declaration of Union: Official notification that the Shimla Hill Estates have organized into a state named “HIMACHAL PRADESH”.
III. Administrative Transfer: All principalities have handed over their sovereign rights to a newly formed Legislative Committee.

Final Decision: Sardar Patel recommended Himachal Pradesh.
NALAGARH (HINDUR) MERGER
MAY 5, 1948Raja Surender Singh opted for PEPSU due to personal ties with Maharaja Yadvendra Singh of Patiala.
The local population generally preferred merging with the other Shimla Hill States into Himachal Pradesh.

The Integration Phase (March 1948)
Mandi & Suket March 14, 1948
Rulers: Jogender Sen (Mandi) & Laxman Sen (Suket). Jogender Sen showed interest from the start. Both signed the merger letter leading to central integration.
Chamba Forced Merger
The King resisted power transfer, prompting a regional Satyagraha. After failing to crush the movement, he requested Central military aid. The Govt. sent police but forced the King to sign the merger letter.
Sirmaur March 23, 1948
Ruler: Rajender Prakash. He proposed a referendum. Central Finance Secretary E.P. Kripalani addressed the public at Nahan Chauhan. Following public support, the King signed the merger.
Administrative Establishment (April 15, 1948)
HP was established as a Chief Commissioner’s Province (Union Territory status) by merging 30 states.
